Proclamar is used for formal, public declarations — proclaiming a law, a king, or independence (se proclamó la república = 'the republic was proclaimed'). The reflexive proclamarse means to declare oneself something (se proclamó campeón = 'he proclaimed himself champion'). It is more solemn than declarar and implies an audience or official act.
