Fuero historically denotes a special charter of rights or privileges granted to a town, guild, or region — the Fueros Vascos (Basque charters) are a well-known example. In modern legal language it means 'jurisdiction' or 'venue', as in fuero civil (civil jurisdiction). The phrase en su fuero interno means 'in one's heart of hearts' and is common in literary prose.
