Azuzar means to goad or incite someone — originally used of setting dogs on prey (azuzar a los perros), but now widely used figuratively for stirring up crowds, conflicts, or passions. It carries a negative connotation of deliberate provocation. The spelling uses z before a/o/u but shifts to c before e/i: azuce, azucen (present subjunctive).
