Autorizado is the past participle of autorizar used as an adjective. Personal autorizado ('authorised personnel') is a common institutional phrase. As a predicate with estar, it means 'to be allowed': estás autorizado a entrar ('you are allowed to enter'). Do not use with ser to express this permission sense.
