Referir is an e→ie/i stem-changing verb (like sentir): refiero, refieres… The reflexive referirse a ('to refer to, to be about') is far more common in everyday speech than the transitive form. The past participle referido and the noun referencia share this root. Me refiero a… is the standard phrase for 'I mean / I'm referring to…'
