Desagradar follows the same grammatical construction as gustar — the thing that displeases is the subject, and the person displeased takes an indirect-object pronoun: me desagrada su tono ('his tone displeases me'). It is more formal than the everyday no me gusta. The adjective desagradable ('unpleasant') shares the same root.
