Cuestión means a question in the sense of an issue or matter to be resolved — it is not used for a simple question you ask someone (use pregunta for that). Es cuestión de tiempo = 'it's a matter of time'. Poner en cuestión means 'to call into question'. The plural cuestiones often translates as 'matters' or 'issues' in formal discourse.
