Plantear means to raise or frame an issue for discussion (plantear un problema, plantear una pregunta). It is more formal than preguntar and implies setting out a matter for consideration rather than simply asking. The reflexive plantearse means 'to consider' or 'to wonder' (me planteo si vale la pena).
