Competente can mean 'capable/skilled' (un médico competente) or in legal and administrative language, 'having jurisdiction' (el tribunal competente — 'the court with jurisdiction'). This second sense is a near-false friend for English: 'the competent authority' in EU law is translated as la autoridad competente, not la autoridad capaz.
