Atestiguar means to bear witness or provide evidence of something; it is more formal than declarar and is used in legal, journalistic, and academic writing. Note the spelling: the gu before a is pronounced as a hard 'gw' — atestigua (3rd singular) keeps the gu intact before the a. Its noun counterpart is testimonio.
