Alegación is the formal legal or procedural act of putting forward a claim, argument, or plea before a court or authority — closer to 'plea' or 'submission' than to the looser English 'allegation' (which implies unproven accusation). In administrative Spanish, presentar alegaciones means to file objections or representations against a decision. Outside legal contexts, afirmación or acusación is more natural.
