Rogar is a stem-changing verb (o→ue): ruego, ruegas, ruega. It means both 'to beg/implore' (te ruego que vengas, I beg you to come) and 'to pray' in formal or religious registers. The fixed phrase se ruega silencio (silence is requested) appears on formal notices. It is more earnest than pedir (to ask).
