Usage Note

Promulgación is a formal legal and political term for the official act of making a law public and therefore binding. It is the noun from promulgar ('to promulgate'). In Spanish constitutional procedure, la promulgación de la ley follows parliamentary approval and precedes publicación in the official gazette (BOE in Spain).
