Opinar means to express or hold an opinion (¿Qué opinas? — 'What do you think?'). It is slightly more formal than pensar in this sense and implies voicing the opinion aloud. The noun is opinión. The phrase opinar sobre algo requires the preposition sobre or de (opino que + clause is also very common).
