Meridianamente derives from meridiano (meridian, midday) and its adjectival sense 'as clear as the midday sun'. It is almost exclusively paired with claro: meridianamente claro (crystal clear, absolutely clear). Outside this fixed collocation it is very unusual. The phrase is common in formal speech, legal writing, and politics when a speaker wants to stress that something is beyond dispute.
