Judicial is invariable for gender (el sistema judicial / la reforma judicial) but adds -es in the plural. It refers specifically to the court system and judiciary, as opposed to legal (lawful) or jurídico (juridical/pertaining to law). Poder judicial is the judicial branch of government.
