Habla is feminine despite beginning with a stressed a- — so in the singular it takes the masculine article for phonetic reasons: el habla (not la habla), but the adjective agrees in the feminine: el habla castellana. This is the same pattern as el agua, el alma. It refers to spoken language or a regional dialect.
