Habitante is a common-gender noun (el/la habitante), used for any person who lives in a place. It is most common in formal and geographic contexts — census data, encyclopedias, news — rather than everyday conversation, where vecino (neighbor, resident) is more common for local community. The plural habitantes is regular.
