Formulado is the past participle of formular used as an adjective, meaning expressed or drawn up in a defined form — 'una propuesta bien formulada' (a well-formulated proposal), 'cargos formulados contra él' (charges formulated against him). It appears frequently in legal and academic writing. As a pure adjective it agrees in gender and number: formulada, formulados, formuladas.
