Usage Note
Constar is usually intransitive and used in third-person constructions. Constar de means 'to consist of' (el libro consta de tres partes); constar en means 'to appear in a document' (que conste en acta). The phrase que conste is a fixed legal formula meaning 'let it be noted' or 'for the record'.
