Base is used in both physical ('base of a triangle') and abstract ('on the basis of') senses. The fixed phrase a base de means 'by means of, based on': a base de esfuerzo ('through sheer effort'). Con base en is more formal and common in Latin American Spanish for 'based on'. The plural bases can refer to the rules or conditions of a competition.
