Votado is the past participle of votar used as an adjective, meaning chosen by vote or having received votes. El candidato más votado is the candidate who received the most votes (not necessarily a winner in a multi-round system). Do not confuse with elegido, which emphasises the result of being chosen, while votado focuses on having been voted for.
