Pelo is the general word for a strand of hair or hair as a substance, while cabello is more literary and refers specifically to head hair. The idiom no tener pelos en la lengua ('to have no hairs on one's tongue') means to speak bluntly. Tomar el pelo a alguien means 'to pull someone's leg'. Used for animal fur as well as human hair.
