Parche can be a literal patch (on clothing, a tyre, a wound) or a figurative stopgap solution; eso es un parche dismisses something as a band-aid fix rather than a real solution. In music, parche also refers to the membrane of a drum. The figurative use is extremely common in political and journalistic Spanish.
