Excluido functions as the past participle of excluir and as a standalone adjective. In social policy, los excluidos (those excluded) refers to marginalized populations shut out from social or economic participation — exclusión social is a major policy concept in the EU. It is written without an accent: the older spelling excluído was dropped when the RAE ruled that ui counts as a diphthong for accentuation.
