Contrarrestar means to act against something in order to reduce or neutralise its effect: contrarrestar los efectos del frío ('to counteract the effects of the cold'). The double rr is essential for the correct trill sound, since the prefix contra- is attached to a word beginning with r (restar). It is a regular -ar verb with no stem changes.
