Considerar is a regular -ar verb that takes a direct object and optionally a complement: lo consideran un experto (they consider him an expert). It can introduce subordinate clauses with que: considera que es necesario (he considers it necessary). The reflexive considerarse means to regard oneself: se considera afortunado (he considers himself lucky).
