Tratado can be a diplomatic agreement between states (Tratado de Roma) or a scholarly written work on a subject (un tratado de filosofía). Context distinguishes the two senses. It is also the past participle of tratar ('to treat'), so bien tratado means 'well treated'. The plural is regular: tratados.
