Legislar is a regular -ar verb used mainly in formal, political, and journalistic registers. It is typically intransitive — el parlamento legisla — but can take an indirect complement: legislar sobre el medioambiente ('to legislate on the environment'). The derived noun legislación and adjective legislativo share the same root.
