Borracho as an adjective uses estar (not ser): está borracho means 'he is drunk right now'. As a noun (un borracho) it means a habitual drunkard. In culinary Spanish, borracho also describes a dessert soaked in alcohol, such as bizcocho borracho ('rum cake').
